Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-45 <br /> RESOLUTION APPROVING THE 2024 PLAYGROUND REPLACEMEENT PLAN— <br /> ALPINE AND RIVER'S BEND PARKS <br /> WHEREAS, Ramsey City Council and the Park and Recreation Commission recognizes <br /> the importance of Parks, Trails, Open Space and Recreation to the quality of life for Ramsey <br /> residents; and <br /> WHEREAS, Community Parks and their playgrounds are essential areas for play and <br /> creative and cognitive expression, as well as the positive physical development of children; and <br /> WHEREAS, River's Bend Park's play equipment has considerable play value, is <br /> contemporary, and in good condition but does need wooden deck replacements; and <br /> WHEREAS, Alpine Park's play equipment is outdated and does not meet the caliber of <br /> play features befitting a community park and merits replacement; and <br /> WHEREAS, renovation and reinvestment in existing parks represents a commitment and <br /> service to residents throughout the City, and supports favorable property values and sustaining, <br /> desirable neighborhoods, and <br /> WHEREAS, the Park and Recreation Commission conducted an analysis of the two <br /> community parks and finds that refurbishing River's Bend Parks playground, and replacing the <br /> playground at Alpine Park in the same year is the best solution and in keeping with the intent and <br /> goals of the Playground Replacement Policy; and <br /> WHEREAS, the Park and Recreation Commission developed a detailed strategy to <br /> renovate two playgrounds for the estimated total amount called for in the Playground Replacement <br /> Policy for 2023 and 2024 of$200,000, and on January 11 th, 2024 recommended to City Council <br /> the implementation of the associated Capital Improvement Project. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> That, up to two hundred thousand ($200,000), are hereby allocated from the Lawful Gambling <br /> Improvement Fund, for the purchase and installation of play equipment and related improvements, <br /> and further to direct staff to implement the associated park renovations recommended by the Park <br /> and Recreation Commission on January 1 Ith, 2024; and <br /> That,the existing play equipment within Alpine Park be declared surplus property and that staff is <br /> hereby directed to dispose of it in the most fiscally responsible manner possible. Further, that if <br /> sold, purchasers must sign a liability waiver, absolving the City from any liability. <br /> RESOLUTION #24-45 <br /> Page 1 of 2 <br />
