Councilmember Howell introduced the following resolution and moved for its adoption:
<br /> RESOLUTION #24-239
<br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 2 TO NORTHWEST
<br /> ASPHALT, INC. FOR MSA ALPINE DRIVE RECONSTRUCTION, IMPROVEMENT
<br /> PROJECT #24-11
<br /> WHEREAS, the City of Ramsey proposes to reconstruct MSA Alpine Drive between
<br /> Puma Street and Armstrong Boulevard as identified within the 2023 — 2032 10-Year Capital
<br /> Improvement Program; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-130, adopted June 13,
<br /> 2023,the City Council accepted and awarded the proposal to Bolton&Menk,Inc.,for topographic
<br /> survey of the project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-129, adopted June 27,
<br /> 2023, the City Council accepted and awarded the proposal to Independent Testing Technologies,
<br /> Inc., for a geotechnical report of the project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 423-201, adopted August 22,
<br /> 2023, the City Council ordered the City Engineer to prepare plans and specification for said
<br /> improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 424-043, adopted January 23,
<br /> 2024 the City Council approved final plans and specification as prepared by the City Engineer and
<br /> authorized advertisement for bids for the same improvements; and
<br /> WHEREAS, proposals were received for Construction Staking and As-built Survey of
<br /> $15,426.00 from Bolton and Menk, Inc. for said improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 424-076, adopted March 26,
<br /> 2024, a contract was awarded to Northwest Asphalt, Inc. of Shakopee, Minnesota in the amount
<br /> of$1,009,971.93 for said improvements; and
<br /> WHEREAS, as of August 27, 2024 $308,019.61 has been paid to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 2 to Northwest Asphalt, Inc. of Shakopee Minnesota, for
<br /> improvement project 424-11 MSA Alpine Drive Reconstruction, in the amount of$529,130.34.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br /> 1) The City Council hereby authorizes partial payment No. 2 to Northwest Asphalt, Inc. of
<br /> Shakopee, Minnesota for Improvement Project 424-11, MSA Alpine Drive Reconstruction
<br /> in the amount of$529,130.34.
