Councilmember Howell introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-244 <br /> RESOLUTION DECLARING COST TO BE ASSESSED AND CALLING FOR A PUBLIC <br /> HEARING ON PROPOSED ASSESSMENT FOR PAST-DUE CHARGES ON <br /> MUNICIPAL UTILITY BILLS (WHICH MAY INCLUDE WATER, SEWER, STREET <br /> LIGHTING, RECYCLING, STORM WATER CHARGES AND PENALTIES <br /> INCURRED) AND CURRENT SERVICES RENDERED <br /> WHEREAS, the City of Ramsey provides varying services that are billed directly to <br /> residents through the municipal utility bill and through invoices; and <br /> WHEREAS, the Finance Department has calculated the proper amount to be specially <br /> assessed against every assessable lot, without regard to cash valuation, as provided by law, and <br /> has on file in the city offices a copy of such proposed assessment for public inspection. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the amount to be assessed against property owners is declared to be $609,566.06 <br /> (includes administrative charges and interest from September 24, 2024 - December 31, <br /> 2025). <br /> 2) That the principal of the assessments shall be for one (1)year,payable with property taxes <br /> payable in 2025 and shall bear an administrative charge of$35.00 for each delinquent bill <br /> and shall bear interest at the rate of 6.00 percent per annum from the date of the adoption <br /> of the assessment resolution. <br /> 3) That a public hearing shall be held on Tuesday, September 24,2024 at 7:00 p.m. at Ramsey <br /> Municipal Center, to pass upon such proposed assessment and at such time and place all <br /> persons owing delinquent payments will be given an opportunity to be heard with reference <br /> to such assessments. <br /> 4) That the City Administrator is hereby directed to cause notice of the public hearing on the <br /> proposed assessment to be published in the official newspaper at least two weeks prior to <br /> the hearing. He shall also cause mailed notice to be given to the owner of each parcel <br /> described in the assessment roll not less than two weeks prior to the hearings. <br /> 5) That the owner of any property so assessed may, from the adoption of the assessment and <br /> by November 15, 2024, pay the whole assessment without interest charges accrued. <br /> Payments received after November 15, 2024 will be refused and the assessment will be <br /> certified to the County Auditor for the specified period of one year. <br />
