Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br /> RESOLUTION APPROVING PARTIAL PAYMENT NO. 3 TO NORTHWEST
<br /> ASPHALT, INC. FOR MSA ALPINE DRIVE RECONSTRUCTION, IMPROVEMENT
<br /> PROJECT #24-11
<br /> WHEREAS,the City of Ramsey proposes to reconstruct MSA Alpine Drive between Puma Street
<br /> and Armstrong Boulevard as identified within the 2023—2032 10-Year Capital Improvement Program;and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 923-130, adopted June 13, 2023, the
<br /> City Council accepted and awarded the proposal to Bolton & Menk, Inc., for topographic survey of the
<br /> project area; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 923-129, adopted June 27, 2023, the
<br /> City Council accepted and awarded the proposal to Independent Testing Technologies, Inc., for a
<br /> geotechnical report of the project area; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 923-201, adopted August 22, 2023,the
<br /> City Council ordered the City Engineer to prepare plans and specification for said improvements; and
<br /> WHEREAS,pursuant to Ramsey City Council Resolution 924-043, adopted January 23, 2024 the
<br /> City Council approved final plans and specification as prepared by the City Engineer and authorized
<br /> advertisement for bids for the same improvements; and
<br /> WHEREAS,proposals were received for Construction Staking and As-built Survey of$15,426.00
<br /> from Bolton and Menk, Inc. for said improvements; and
<br /> WHEREAS, pursuant to Ramsey City Council Resolution 924-076, adopted March 26, 2024, a
<br /> contract was awarded to Northwest Asphalt, Inc. of Shakopee, Minnesota in the amount of$1,009,971.93
<br /> for said improvements; and
<br /> WHEREAS, as of September 24, 2024 $837,149.95 has been paid to date; and
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br /> recommends partial payment No. 3 to Northwest Asphalt, Inc. of Shakopee Minnesota, for
<br /> improvement project 424-11 MSA Alpine Drive Reconstruction, in the amount of$139,529.20.
<br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br /> 1) The City Council hereby authorizes partial payment No. 3 to Northwest Asphalt, Inc.of Shakopee,
<br /> Minnesota for Improvement Project 924-11, MSA Alpine Drive Reconstruction in the amount of
<br /> $139,529.20.
<br /> 2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br /> this payment.
<br /> 3) The total amount of this payment is not included in resolutions approving payment of bills for the
<br /> date of September 24, 2024.
