CRIME FREE HOUSING <br />DIVISION 3. CRIME FREE HOUSING <br />Sec. 26-654. Crimc Frcc Rental Housing Program. <br />Thc liccnscc or manager rcquircd to complctc the Phasc Onc educational coursc of thc Crimc Frcc Rcntal <br />-Rouging Pfogram, or —similar coursc as approved by thc city. Certification as a rental property manager may also bc <br />considered by thc city to satisfy this requirement. To promote thc benefits of the program, thc city encourages <br />licensees to fully participate in the-Crimc Frcc Rcntal Housing Program. Thc liccnscc must provide proof that the <br />liccnscc or managcr has either successfully complctcd thc phasc onc cducational coursc or thc liccnscc or <br />managcr has registered to atte-n-d a phasc onc cducational coursc before a rcntal license will bc ifmeeh <br />1) Phase one participant (required for licensure). <br />a. Thc liccnscc or thc manager with control over the-tcntal dwcllings and rcntal dwelling units must <br />attend, at a minimum, thc Phasc I crime free rcntal housing educational course or similar coursc <br />as. approved by thc city administrator as a g a license. Thc cost <br />of attending thc cducational rcquircmcnts und-er this Jcction shall be paid in addition to any <br />license and inspection fees. Coursc attendance will be rcquircd on a schedule to be determined <br />by thc city administrato-r, <br />b. Thc liccnscc and/or managcr mus.t atte-td an cight hour crimc frcc housing coursc presented by <br />police, firc, publie-h-ousing and others. <br />c. Use a written lease including the Minnesota Crime Frcc Housing Lc sc Addendum. <br />�I. Check the -criminal background and credit scorc of all prospective tenant. <br />•e. Actively pursuc thc eviction of tenants who violate thc terms of thc Icase and/or the crimc frcc <br />Icasc addendum. <br />{2) Phase two participant (includes phase one plus the following). <br />a. Gomplctc a sccurity assc=cnt and-eomplctc thc sccurity improvements re-eommcndcd. This. <br />phasc will certify that the-tcntal dwelling has mct thc sccurity requirements for the-cnant's <br />safety. <br />{3) <br />b. Fef-Fental dwcllings with four or mefc unit, atte-a-d a minimum of 25 percent of <br />owners/managers association mcctings. <br />•c. Fe+-tcntal dwcllings with less than four units, attend liccnscc/manager refresher training at Ioost <br />once cvcry three year and conduct an exterior inspcction of the property at Ieast once cvcry <br />yc r <br />Phase three participant (includes phase one and two plus the following). <br />a. For rcntal dwellings with four or mere unit, conduct resident training annually -for thc residents <br />wry tch crime prevention technig„cs arc discussed. <br />b. Fef-Fcntal dwcllings with four or me-tc unit, hold regular resident mectings. <br />•c.
