Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #24-293
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 3 TO NORTHWEST ASPHALT
<br />INC. FOR MSA XKJMO STREET RECONSTRUCTION, IMPROVEMENT PROJECT
<br />#24-05
<br />WHEREAS, the City of Ramsey proposes to reconstruct MSA Xkimo Street between Trunk
<br />Highway 47 and 142nd Avenue as identified within the 2024 — 2033 10-Year Capital Improvement Program;
<br />and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-200, adopted August 22, 2023
<br />Hakanson Anderson's proposal for engineering design services, including preparing final plans and
<br />specifications, for MSA Xkimo Street Reconstruction, Improvement Project #24-05 in the amount of
<br />$38,000.00 was accepted; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-279, adopted November 14, 2023
<br />the City Council awarded the proposal for geotechnical reports to Haugo Geotechnical Services, LLC. for
<br />Improvement Project #24-05; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-034, adopted January 23, 2024, the
<br />Riversbend 3rd, Riversbend 4th, and Riverbend Plaza subdivisions were approved to be included as part of
<br />the MSA Xkimo Street Reconstruction, Improvement Project #24-05; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-085, adopted on March 26, 2024,
<br />the City Council approved final plans and specifications as prepared by Hakanson Anderson and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, Hakanson Anderson submitted a proposal to provide construction services included
<br />construction administration, construction staking, and construction observation of $32,000 for said
<br />improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #24-125, adopted May 12, 2024, a
<br />contract was awarded to Northwest Asphalt, Inc. of Shakopee, Minnesota, in the amount of $842,253.75
<br />for said improvements; and
<br />WHEREAS, as of October 22, 2024 $531,351.75 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 3 to Northwest Asphalt, Inc of Shakopee, Minnesota, for improvement
<br />project #24-05 MSA Xkimo Street Reconstruction, in the amount of $156,314.03.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 3 to Northwest Asphalt, Inc. of Shakopee,
<br />Minnesota for Improvement Project #24-05 MSA Xkimo Street Reconstruction in the amount of
<br />$156,314.03.

<br />The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br />this payment.
