Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #24-298
<br />RESOLUTION APPROVING PARTIAL PAYMENT NO. 6 TO NORTHDALE
<br />CONSTRUCTION CO. INC. FOR IMPROVEMENT PROJECT #21-08, WTP TRUNK
<br />WATERMAIN IMPROVEMENTS
<br />WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8, 2019,
<br />five (5) proposals were accepted and a professional services contract was awarded to SEH, Inc. for the
<br />purpose of analyzing the City's municipal water supply system source water, developing a water system
<br />model, and preparing a preliminary design report for a centralized water treatment plant to ensure that the
<br />City's municipal water supply system will continue to provide adequate quantities of safe drinking water
<br />into the foreseeable future; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9, 2021, a
<br />professional services contract was awarded to SEH, Inc. for all design and construction services needed to
<br />allow the trunk watermain improvements needed to support the centralized water treatment plant to be
<br />designed, bid, and constructed before the water treatment plant is constructed; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October 26, 2021,
<br />final plans and specifications were approved and advertisements for bids were authorized for said
<br />improvements; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-003 adopted January 25, 2022, all
<br />bids were rejected and Staff was authorized to work with SEH, Inc. to revise the approved plans to reduce
<br />project costs and to monitor the bidding environment to identify the most favorable time to bid the project
<br />again; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-168 adopted July 25, 2023, a new
<br />Professional Services Agreement with SEH, Inc. was executed to revise the previously approved plans
<br />and to re -bid said improvements for 2024 construction in advance of the Water Treatment Plant
<br />commissioning in the Spring of 2025; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-237 adopted September 26, 2023,
<br />revised final plans and specifications as prepared by SEH, Inc. were approved and advertisements for bids
<br />were authorized for improvement project #21-08; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-305 adopted November 28, 2023,
<br />a contract was awarded to Northdale Construction Co. Inc., of Albertville, Minnesota, in the amount of
<br />$6,671,414.00 for said improvements; and
<br />WHEREAS, as of October 22, 2024 $5,678,915.81 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 6 to Northdale Construction Co. Inc., of Albertville, Minnesota, for
<br />improvement project #21-08, WTP Trunk Watermain Improvements, in the amount of $627,558.75.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
