8. 2. CC Regular Session Meeting Date: 10/22/2024 Primary Strategic Plan Initiative: Promote economic growth and development. Title: Introduce Ordinance #24-12 Regulate Cannabis Businesses Purpose/Background: The state's recent legalization of adult -use cannabis (MN Statute 342) requires municipalities to adopt an ordinance that regulates cannabis businesses in the city. The state provided a draft model ordinance in which the city is to modify to include the number of allowed cannabis businesses, location and time of sales. At the October 8, 2024 City Council work session, the Council reviewed a draft of the code. The City Attorney is in the process of reviewing the draft ordinance. Time Frame/Observations/Alternatives: On April 9, 2024, City Council adopted Ordinance #24-05, an Interim Ordinance Prohibiting the Establishment of New Uses or the Operation of an Adult -Ise Cannabis Business. The interim use ordinance expires on December 31, 2024. The proposed ordinance will all the establishment of new uses or the operation of adult -use cannabis businesses, as regulated by State Statute Chapter 342 and this proposed ordinance. Timeframe for Ordinance Adoption November 12, 2024: Final adoption by City Council November 15 - December 15, 2024: 30 day publication January 1, 2025: Effective date Funding Source: Not applicable Recommendation: Staff recommends the introduction of Ordinace #24-12 to regulate cannabis businesses within the City of Ramsey. Outcome/Action: Motion to waive the City Charter requirement to read the ordinance aloud and introduce Ordinance #24-12 to regulate cannabis businesses.
