<br />CITY COUNCIL WORK SESSION <br />Topic Report: DNR Wetland Property <br />(Thorn Lake) <br />By: Steve Jankowski, City Engineer <br /> <br /> <br />Background: <br /> <br />A forty acre parcel of land which includes the majority of the area containing Thorn Lake <br />in the northern portion of Ramsey will become available for public sale at an oral auction <br />to be held on Thursday July 27, 2006. Attached is information regarding the sale taken <br />from the Department of Natural Resources web site as well as the location identified on <br />the city map showing its relative location to surrounding parcels. The minimum <br />acceptable bid for this parcel is $20,470. <br /> <br />There are no structures on this property and it is nearly entirely open water or wetland, <br />except for what appears to be about one acre of high ground adj acent to the rear property <br />line of lot 3 block 2 of Shawn Acres. The parcel is landlocked but does have proximity <br />to two city parks, one located in Shawn Acres and the other in Carolina Acres. City <br />ownership of this parcel would have the potential for future trail and/or passive <br />recreational use with the acquisition of small amounts of additional marginal lands. The <br />property would also have some benefit for drainage and utility access rights. <br /> <br />Staff is also inquiring of DNR as to the disposition of this property if there are no <br />acceptable bids received and as to whether this property would then be available to the <br />city through tax forfeit procedures. <br /> <br />Action Statement: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />CCWS: <br /> <br />07/18/06 <br />
