<br />Member Elvig noted water usage might be heavy with this type of business. He requested staff <br />to discuss the water usage with the Public Works Director due to the effects on water capacity. <br />Economic Development Coordinator Sullivan indicated the company has discussed recycling and <br />re-using water; they are very aware of the water issue. <br /> <br />Member Steffen asked if similar assistance was provided to the surrounding businesses. <br />Economic Development Coordinator Sullivan replied this is something staff attempts to be <br />consistent on, but every project has its own merits and the assistance varies. The assistance for <br />this project is in the same ballpark as surrounding businesses. In theory the thought would be as <br />these areas gain momentum less and less assistance would need to be offered. <br /> <br />Economic Development Consultant Mulrooney advised as the life of the TIF District decreases <br />there will be smaller income streams generated from any project. The ability to provide <br />assistance starts to shrink later in the life of the district. <br /> <br />Member Elvig indicated this company provides a good mix with the current businesses, and the <br />size of the building is good. He commented on the possible negative results if there is a problem <br />with the big anchors and there is not a good business mix. He noted it also appears that staff is <br />being prudent with the amount of dollars involved. <br /> <br />Economic Development Coordinator Sullivan advised many companies want a site with room for <br />expansion. If the company will agree to build % of the building expansion, as opposed to Yz of <br />the expansion the tax base can be received upfront. This company is willing to step up and build <br />right away. He advised it is anticipated the TIF District will help to pay for the road on this site. <br /> <br />Member Kiefer inquired if the layout of the site has been reviewed for the loading dock and semi <br />access. Economic Development Coordinator Sullivan replied the company has submitted a <br />preliminary plan and is confident the site will provide what they need. <br /> <br />Member Elvig suggested the company be informed about the possibility of a wider alleyway in <br />the middle of the site to use the easement to the full capacity. He explained this was done with <br />his business site, and it allowed more project footage due to the constraints of the easement and <br />setbacks. Economic Development Coordinator Sullivan indicated this may be something to be <br />considered on future sites; it does not appear to be an issue with this site, as the company will be <br />required to put in a pond on the back of the site. <br /> <br />Motion by Member Kiefer, seconded by Member Steffen, to direct staff to negotiate a <br />development agreement with the prospective company and to provide assistance within the <br />Minnesota Business Subsidy Law, and to recommend approval ofthis project to the City Council <br />if a mutually agreeable financial assistance package can be reached, and contingent on <br />satisfactory financials from the company. <br /> <br />Motion carried. Voting Yes: Chairperson Riley, Members Kiefer, Steffen, Elvig, LeTourneau, <br />and Strommen. Voting No: None.
