The most important thing is to get input and be sure everyone is on the same page. <br /> <br />Mr. Peterson expressed concern with the City placing regulations on the type of businesses that <br />can be located in this office park. <br /> <br />Councilmember Cook explained the Council does not want to place any additional restrictions, <br />but they do not want to send the land use change to the Metropolitan Council until they know the <br />site plan fits with the area and does not infringe on the houses to the north. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt the Resolution <br />#06-06-194 adopting Findings of Fact #0767 approving the request for a Comprehensive Plan <br />Amendment contingent on preliminary plat, site plan and rezoning approval, and that the <br />amendment not be forwarded to the Metropolitan Council until the contingencies are met. <br /> <br />Further discussion: Councilmember Elvig commented on the buffer between this site and the <br />golf course, and that this product appears to be semi-residential looking, even though it is <br />commercial. He requested the applicant to review the parking to see if it can be reduced, which <br />would reduce the amount of bituminous on the site. Mr. Peterson explained the Elk River <br />portion of this project will be light industrial. It will be a nice product; something similar to <br />Town Square. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Olson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan for GADS Prairie; <br />Case of Aaron Stritesky Construction <br /> <br />Community Development Director Trudgeon stated Aaron Stritesky submitted a preliminary plat <br />application to develop nine detached townhome units on the property located to the west of <br />Nowthen Boulevard and north of Iodine Street NW. The sketch plan previously showed seven <br />lots with a temporary cul-de-sac, and now shows nine lots without the temporary cul-de-sac. <br />The property is approximately 1.7 acres in size and is zoned R-2 Medium Density Residential, <br />which allows up to seven units per acre. The preliminary plat has been revised to indicate a <br />public road through the property, as requested by staff, and indicates the platting of nine lots <br />currently. City Code requires a cul-de-sac on the terminus of any public road, either temporary <br />or permanent. Staff has requested that a temporary cul-de-sac be installed at the end of Helium <br />Street. Lots 1 and 2 would remain unbuildable with an access easement until Helium Street is <br />extended to the north. Mr. Trudgeon advised this is a difficult site due to the location on a <br />county road and the shape of the lot. Staff feels the detached townhomes are a good fit for this <br />particular property and bring diversity in housing. <br /> <br />Community Development Director Trudgeon advised the Planning Commission heard this case <br />on June 1, 2006, and unanimously recommended denial of the preliminary plat based on the <br />proposed road configuration. Staff would welcome all three property owners working out a <br />master plan, but that is not the case, and they need to deal with what they have. After reviewing <br /> <br />City Council!
