<br />TO: City Administrator <br /> <br />FROM: City Assessor <br /> <br />RE: Monthly Assessing Report <br /> <br />DATE: March 17, 1983 <br /> <br />I have transferred and corrected to my satisfaction 90\ of the improved parcels <br />in the City of Ramsey as to the value for the 1983 assessment. The remaining <br />10\ will be taken right from the 1982 run. The County set up a cutoff date to <br />fit their time schedule in order to be able to get all the transfers on the <br />computer by the time valuation notices have to go out. The 10\ left to transfer <br />will be done right after the valuation notices go out and the Board of Review <br />is over. The only change in value of any significance will be in the land value <br />if the legislature approves the rental value approach. The agricultural land not <br />in green acres will of course be affected the most. <br /> <br />The bare land around the landfill,due to the state's request, has been reduced <br />50\ of its value as per the 1982 assessment. The land owners received abatements <br />on the taxes for 1982 and the reduced value will stay in effect for the 1983 <br />assessment. <br /> <br />I will be out in the field finishing the 1983 viewing and start the 1984 portion <br />as soon as the weather settles. This will be a large area to cover in one year <br />so I will want to get started as soon as I can. <br /> <br />I have enclosed a list of the remaining sales that I received in 1982. If the <br />sales don't increase, I probably will only turn them in quarterly. <br /> <br />Clayton talked to me about doing inspections for him because of his workload in <br />other areas.
