( > Councilmrumber Van Wagner introduced the following motion and moved for its adoption:- --_.------ . . - _.__.. 0- ~. -"-. --~- ---- - .....----- -_.,.,-,......... _.....~-,-:-:-::-_..- RESOLUTION #82-166 WHEREAS, the Minnesota Hazardous Waste Management Board has proposed a hazardous waste site in the City of Ramsey pursuant to a process and procedure distated by the Minnesota Waste Management Act; ,and WHEREAS, the Ramsey City Council has been asked to comment on this pro- . posal as a part of the public input process on the site selection; and. WHEREAS, the City of Ramsey presently ~as had an active landfill site within its boundaries since 1967; and WHEREAS, Anoka County, with approval of the Metropolitan Council, has proposed a future larger landfill site adjacent to the existing site, which future site is known as site lip"; nad WHEREAS, the total acreage involved in the existing site and site "P" and related buffer areas is approximately 431 acres; and I I WHEREAS, the city of Ramsey does not presently have either municipa} water or sanitary sewer service; and WHEREAS, the City of Ramsey is located in between the Rum River, which is protected by the DNR's Scenic River Regulations, and the Mississippi River, which is pr~tected by the EPA's Critical River's Act; and r. -, .WHEREAS, the Mississippi River is a drinking water ~ource for Minneapolis. and other down stream communities. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) To object stenuously to the location of a hazardous waste disposal facility within its corporate boundaries because: a) Ramsey has acted as a "hostll community for regional disposal sites for the last 25 years, and if site lip" becomes a reality,. Ramsey will have a disposal site in its community for at least another 25 years. b) Ramsey has done its share in "hosting" waste disposal facilities and it is now time that other cOIl1ITlunities and localities "host" such facilities and accept the responsibility which Ramsey has. c) Ramsey is not served ?y either sanitary sewer or municipal water facilities. .- d) Ramsey and the proposed disposal facility are in close proximity to both the Rum and Mississippi Rivers. 2) in order that To direct Staff to forward this resolution to Ramsey's position on this subject be known, all appropriate agencies The motion for the adoption of the foregoing resolution was declared duly seconded by Councilmember Reimann and upon vote being taken thereon, the following voted in favor thereof: , ~ , /
