<br />Case #2: Request For Preliminary Plat Approval; Case Of Soiteberg's First <br />Addition: <br /> <br />Motion by Commissioner Schneider and seconded by Commissioner Deemer to <br />recommend that Council approve the proposed preliminary plat of Sorteberg's <br />First Addition, contingent upon the following: <br /> <br />1. That a variance be granted on soil borings as per Mr. Peter Raatikka's <br />letter of February 24, 1983. <br /> <br />2. That Item #'s 3, 4, 6 and 7 of Mr. Peter Raatikka's letter of February <br />24, 1983, be complied with: <br /> <br />3. That verification of Item #5 in Mr. Raatikka's letter of February 24, <br />1983, is adequate. <br /> <br />Further, that a public hearing be conducted by City Council regarding feasibility <br />of blacktopping 157th Avenue NW. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn, Zimmerman, <br />Deemer, Isakson, Schneider and LaDue. Voting No: None. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COMMISSION INPUT <br /> <br />(, ., <br /> <br />Commissioner Dunn stated that he has read the Landfill Impact Report and that <br />he has some concerns regarding that report. The preamble to the purpose states <br />that it is to show objectively as possible the current and future environmental <br />impact. In reading through some parts of the report such as definitions, <br />appendix, summary, etc., it is apparent that the report was not "extremely <br />objective when it talks about landfill forced on the City in 1967 and County <br />ignoring -- these are not objective terms. Commissioner Dunn further stated <br />that the Report does not present an objective overview. He further stated <br />that many items are stated in the report that are without supporting documentation, <br />that he knows this is the case because he was employed at the County Health <br />Board from 1974 to JanuarY of 1981. An objective report should include documen- <br />tation to support statements. Mr. Dunn stated that he would like to see <br />documentation proving that there were problems getting County to inspect landfiil <br />and that the inspections were poor. He further stated that he personally <br />worked for the County and worked very diligently to get these problems corrected. <br />Mention is made in the report of gas migrating into the houses -- there never <br />was substantiation that gas had migrated into homes, that very extensive tests <br />were conducted and no combustible gases were indicated. Mr. Dunn reqested, <br />that as a result of these inadequacies, if these statements are to remain in the <br />report, that they be substantiated by documentation and if not, that they be <br />removed from the report. If the City wants to get involved where they can do <br />something to protect public health and welfare they should not issue permits <br />to restaurants before they meet health standards, investigate illegal dumping <br />on land adjacent to City parks, and conduct a study as to how sewer and water <br />can affect the economics of the entire City. Mr. Dunn stated that this report <br />should have been supported with documentation and not on the whims of someone <br />trying to make a point. Mr. Dunn then stated that these previous statements <br />are his personal opinion, not that of the Planning Commission, and are for <br />Council consideration. <br /> <br />P & Z/March 1. 1983 <br />Page 4 of 6 <br /> <br />:- <br />
