<br />Richard Christian - Continuation of Variolite up to 164th was paid for by MSA <br />funds, why are we being assessed for this section when it is considered MSA? <br /> <br />Mayor Gamec replied that the decision to proceed with the project has not been <br />made and further that the decision to go totally MSA or to assess a portion of <br />the project out to the residents, also has not been made. <br /> <br />Mrs. Waller - 7350 155th Avenue NW - If this is a major thoroughfare, why are <br />you considering assessing equivalent to a residential street? The entire <br />surrounding area should be assessed because it is a major thoroughfare. <br /> <br />Mayor Gamec commented that one Councilmember is absent tonight and approval <br />of this project, because it was initiated by the City, would require a 4/5 <br />vote in favor of. <br /> <br />Henry Hanson - Tree Farm - 155th Avenue NW - Mr. Koshak indicated the expansion <br />to the south on the west end -- how much of my property would that involve? <br /> <br />Mr. Koshak stated City Engineer Peter Raatikka drew the plans and he could <br />not be present tonight and he could not answer Mr. Hanson question but he <br />would meet'with Mr. Hanson after the public hearing and review the plans with <br />him. <br /> <br />(- . ) <br /> <br />Mayor Gamec replied that the City makes an effort to avoid removing as many- <br />trees as possible. <br /> <br />Richad Christian - How does the City acquire right-of-way? <br /> <br />Mr. Koshak replied that the City would offer a reasonable sum for use of <br />property or condemnation. The City prefers to negotiate a reasonable settle- <br />ment early in the project. <br /> <br />Charlotte Hansen - Co-owner of tree farm - What is the purpose of realigning <br />155th? <br /> <br />Mr. Koshak replied that the purpose is to situate the street where it is <br />legally supposed to be. <br /> <br />Mr. Henry Hansen - Noted that if the project is approved and assessed on a <br />footage basis, he would have to consider converting his property to residential <br />lots. <br /> <br />Richard Christian - Noted that there are so many people who use that road and <br />about 12 people will be assessed for the improvement. <br /> <br />Mr. Koshak commented that when a person owns a piece of property, somehow and <br />sometime you can expect to pay for access to a public street, and even though <br />155th is a major thoroughfare the residents would only be assessed comparable <br />to a residential street. <br /> <br />". -.... <br /> <br />Mr. Waller replied that 155th is ~ot a residential street though, it is a <br />major thoroughfare. <br /> <br />Richard Christian commented that the terms "residential street", "MSA" and <br />"thoroughfare" are becoming confusing.
