Reference is made to the city of Ramsey's report concerning the impact
-of landfills in its community and to the Environmental Services Committee
meeting of February 22, 1983.

The Environmental Services Committee, at their February 22 meeting, did
consider the City's report. At this time the committee acted to recommend
to the Community Health and Social Services Board that: 1) the county
acknowledge receipt of the report and accept the report recommendations
but take exception to some background information; 2) the county does con-
cur with the super fund recommendation and noted that the County Board has
already indicated to the Anoka County Legislative delegation their support
for the establishment of a super fund; 3) it has been the expressed desire
of the county that the county not operate any landfill but the County
Attorney's office be requested to investigate how the county can best de-
tach its regulatory function from any question of ownership of a landfill
site; and 4) supports the concerns about the issues of compensation and
mitigation for communities and effected persons for loss of land, reduced
property value, and problems relating to special assessments.

This matter will be considered by the community Health and Social Services
Board at their March 10, 1983 meeting. This meeting will be at 9:30 A.M.
in the County Board Room of the Courthouse.

In addition to the above, Comrriissioner Haas plans to discuss with the
County Board a resolution supporting the enactment of a superfund bill which
includes a mechanism by which citizens can quickly and expeditionsly recover
damages caused by waste disposal facilities.

Affirmative Action / Equal Opportunity Employer

16
