<br />TO: Mayor and City Councilmembers <br /> <br />FROM: City Administrator <br /> <br />RE: !1arch 1983 staff Report <br /> <br />1) Finance - The following is submitted on this item: <br /> <br />a) Revenue and Expenditure Report - You have the January report for <br />1983 in your agenda. The February 1983 report has been delayed <br />due to workload. <br /> <br />b) Cash Flow Report - You will either have the January Cash Flow <br />Report in your agenda or it will be available at the meeting. <br /> <br />c) 1982 Audit - The auditors have completed their audit of the City's <br />financial statement. Consequently, we should be receiving that in <br />the not too distant future. <br /> <br />2) Legislation - The following is submitted on this item: <br /> <br />. ~a) state Aids - The following bills are being submitted on this issue: <br /> <br />1) Governor's Proposed Change to Local Government Aid - This <br />one is really bad news as it locks us in deeper to the <br />inequities of the system. The City of Ramsey would receive <br />an additional $5,000 through the bill. <br /> <br />2) City of Bloomington is Submitting a proposed Bill - This <br />bill would go a long ways in recognizing Ramsey as an <br />equal in the distribution of local government aid funds. <br /> <br />b) Fiscal Disparity - This year we gain about one mill in dollar value <br />on it. It is a very poor law and should be removed from the books <br />as it is just another license for the older cities to take from the <br />young cities. <br /> <br />Summary - After all is said and done on aids we are going to get another <br />cut this year and that amount as of this date will be about $5,500. <br /> <br />Our State aid lawsuit is keeping us very busy. <br />of research but this we knew.
