<br />15 Minutes CASE #8: <br /> <br />USE OF CITY-OWNED PROPERTY <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />The City owns buildings, land, and equipment which are to be used for a public <br />purpose. However, the use of these properties need not be available to <br />individuals for private use as members of the "public", but rather a use that <br />serves a larger public may be desired. Example: The City would not make its <br />computer system available to individuals, but instead uses the computer for the <br />public by keeping police records, financial records, and other records of <br />public nature. There are, however, instances when City property may and should <br />be used by individuals (parks and public meeting places). <br /> <br />The current practice with parks is that athletic leagues have priority over the <br />use of parks and park equipment while the general public uses the parks on a <br />first-come first-served basis. <br /> <br />The Ramsey Municipal Center has several meeting rooms which may be reserved by <br />groupS or individuals. There is no limit on how long a meeting room may be <br />reserved. Priority use of meeting rooms is by City Council, Commissions, and <br />Committees, in that order. The Senior Citizens Group has exclusive priority <br />over the use of the kitchen and adjacent meeting rooms. Church or religious <br />groupS are required to enter into an agreement with the City whereby insurance <br />is provided and the group recognizes that any other group may have preferential <br />use of the facility. <br /> <br />Recommendation: <br /> <br />Council action will be to discuss current practice and either establish policy <br />relating to the use of public properties or confirm current practice. Counc il <br />may wish to answer the following questions: <br /> <br />-Row far in advance may a group reserve a meeting room?
