Clearly the legislature <br /> <br />intended that tax revenues collected by local units of government <br /> <br />from lawful gambling were to be expended directly on the <br />regulation of lawful gambling. <br /> <br />QUESTION TWO <br /> <br />Can the city require an organization, as a condition of <br />conducting lawful gambling, to meet all, or any combination of <br />the following requirements: <br /> <br />(a) The organization have at least fifteen (IS) members that <br />are residents of the City of Cloquet. <br /> <br />(b) At least fifty percent (50%) of all members of the <br />organization be residents of the City of Cloquet. <br />I ~ <br />(c) The Fh~sical site for the organization's headquarters or <br />the registered business office of the organization <br />located within the city and have been located within the <br />city for at least two (2) years immediately preceding <br />application for a license. <br />I <br />! <br /> <br />(d) The organization own real property within the city and <br />the lawful gambling be conducted on the property owned <br />by the! organization within the city. <br />I <br />I <br />(e) The physical site where the organization regularly holds <br />its meetings and conducts its activities, other than <br />lawful! gambling and fund-raising, be within the City of <br />Cloquet and have been located within the City of Cloquet <br />for at' least two (2) years immediately preceding <br />application for a license. <br /> <br />3 <br />
