EDDY <br />t:xecutlve Vice President <br />Chief Operating Officer <br />612/485-5255 <br />May 17, 1988 . <br /> <br />( <br /> <br />Mr. Jack Beissel <br />17917 Junklte Street NW <br />Ramsey, MN 55303 <br /> <br />Dear Jack: <br /> <br />At our recent meeting, I agreed to send to you a description of the public access/local <br />origination servjces which could be provided by Cable TV North Central-were we to <br />retain responsibility at the $.45 per subscriber per month cost level. - Accordingly, the <br />following Is provided for your review and consideration. - <br /> <br />Expenditures for this activity would be equal to $.45 per subscriber per month and <br />would include all staff, facilities and other costs. This amount would be adjusted <br />annually for Inflation not to exceed 3%. We would expect to combine our resources in <br />the Quad Cities and North Central franchise areas. This would provide a total of $91,600 <br />available in the first year. $25,900 would come from the Quad Cities and $65,700 from <br />the North Central franchise area. <br />I <br />I <br />Quad Cities and North I Central' franchise area residents would be served from the studio <br />facility located at 99361 Bluebird Street in Coon Rapids which is fully equipped. A mobile <br />production van would be made available for use on a shared schedule basis. <br />I <br />Staffing would be sufficient to support current access usage, with room for expansion, as <br />well as to provide local origination programming. Playback of tapes prepared by access <br />users would continue!to be possible. We estimate that two, full-time individuals will <br />staff the Bluebird Street facility which could also have avalable to it, on a shared basis, <br />additional personnel support. <br />I <br />Cable TV North Central believes that this arrangement will enable Cable TV North <br />Central to provide ade'quate public access and local origination without any basic change <br />in the level of current services. As you know, these services are being provided on an <br />inefficient basis which benefits no one. <br />I <br />I hope this outline will assist you to make a basic choice between (1) the Commission <br />assuming responsibilitY for public access/local origination or (2) allowing Cable TV North <br />Central to continue on ~n economically sound and efficient basis. <br /> <br />I will, of course, be pleased to provide any additional information. <br /> <br /> <br />cc: Terry O'Connell <br />
