<br />(5) Unauthorized Collection. It shall be unlawful for any <br />person who is not authorized by the city to take or collect or <br />scavenge recyclable material set out for authorized collection <br />programs within the city. The first violation of this section <br />shall constitute a petty misdemeanor. The second and <br />subsequent violation shall be misdemeanors. <br /> <br />SECTION 3.
