<br />I <br /> <br />I <br /> <br />Chairman Heitman recallea that at the first meeting between <br />Mr. Darn and the Charter Commission, Mr. Dcrn made two points <br />which really stick out in his mind -- 1. One bad item in the <br />charter will default the whole charter. 2. Recall is not that <br />great of a feature to include in the charter. Chairman Heitman <br />then recalled that at the Charter Commission public hearing <br />Mr. Darn statea that recall is a very good feature of the charter <br />and one bad portion of the charter does not default the whole <br />charter, although chapters do inter-relate and those inter-related <br />portions will fall. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />UNFINISHED BUSINESS <br /> <br />A. Discussion With Fiscal Consultants Regarding Fiscal Considerations And <br />The Proposed City Charter: <br /> <br />I <br /> <br />Commissioner Bauerkemper stated that Wayne Burygraaff of EvensonjDcdge <br />was to be present but another city, with which he is affiliated required <br />his presence at an important Council meeting and noted that he will be <br />able to attend OIarter Commission meetings in Ramsey that are held the <br />second Thursday of the month. Commissioner Bauerkemper stated that she <br />has forwarded a copy of the Charter rough draft to Mr. Burggraaff and <br />also a copy of the most recent Chapter 7 and explained that the Commission <br />did not want to hurt the City but rather get a pulse on the City. <br />Commissioner Bauerkemper stated that when she became aware that Mr. Burggraaff <br />could not be present tonight, she requested input from him in writing <br />but he would not comply. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Commissioner Gamec commented that fiscal consultants will not do anything <br />in writing because it is too binding, except in the case of accepting <br />bids, etc. <br /> <br />I <br /> <br />Discussion ensued regarding how much you can rely on input from someone <br />that won't put that input in writing. <br /> <br />I <br /> <br />Chairman Heitman noted that the fiscal consulta~t could make a presentation <br />and change his whole point of view as soon as he left the meeting room. <br /> <br />I <br /> <br />Commissioner Gamec replied tr.at the input from the fiscal consultant <br />would be documented in the minutes and that is legally binding. <br /> <br />I <br /> <br />Commission consensus is to request ~:r.
