I I Chairman Heitman recallea that at the first meeting between Mr. Darn and the Charter Commission, Mr. Dcrn made two points which really stick out in his mind -- 1. One bad item in the charter will default the whole charter. 2. Recall is not that great of a feature to include in the charter. Chairman Heitman then recalled that at the Charter Commission public hearing Mr. Darn statea that recall is a very good feature of the charter and one bad portion of the charter does not default the whole charter, although chapters do inter-relate and those inter-related portions will fall. I I I UNFINISHED BUSINESS A. Letter Of Thanks To City Of Mounds View Charter Representatives: I Chairman Heitman read the letter he had prepared to the Commission. I Commission members approved the letter. I B. Letter To City Staff Of Ramsey Thanking Them For Their Input So Far Wi th Regards To The Charter: No action. I NEW BUSINESS I A. Discussion With Fiscal Consultants Regarding Fiscal Considerations And The Proposed City Charter: I Commissioner Bauerkemper stated that Wayne Burygraaff of EvensonjDcdge was to be present but another city, with which he is affiliated required his presence at an important Council meeting and noted that he will be able to attend OIarter Commission meetings in Ramsey that are held the second Thursday of the month. Commissioner Bauerkemper stated that she has forwarded a copy of the Charter rough draft to Mr. Burggraaff and also a copy of the most recent Chapter 7 and explained that the Commission did not want to hurt the City but rather get a pulse on the City. Commissioner Bauerkemper stated that when she became aware that Mr. Burggraaff could not be present tonight, she requested input from him in writing but he would not comply. I I I Commissioner Gamec commented that fiscal consultants will not do anything in writing because it is too binding, except in the case of accepting bids, etc. I Discussion ensued regarding how much you can rely on input from someone that won't put that input in writing. I Chairman Heitman noted that the fiscal consulta~t could make a presentation and change his whole point of view as soon as he left the meeting room. I Commissioner Gamec replied tr.at the input from the fiscal consultant would be documented in the minutes and that is legally binding. I Commission consensus is to request ~:r.
