<br />I <br /> <br />Commissioner Gamec stated that if the long term financial plan is <br />adopted by Ordinance, that some wording be incorporated into the <br />charter to prevent Council pushing a project through based solely on <br />the fact that it is in the long term plan which was adopted by ordinance. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Sieber stated that situation would not be possible; sewer <br />and water, for instance, would have to go to a bond issue and the people <br />would vote it down. Then, how would the City pay for the project? <br /> <br />I <br /> <br />Commissioner Gamec replied that the project could be assessed out. <br /> <br />I <br /> <br />commissioner Lichter stated that he has no problem with adopting the <br />operating budget by resolution as 'long as the long term plan is by ordinance. <br /> <br />I <br /> <br />Chairman Heitman stated that he is no longer concerned with the City's <br />operating budget, but he is concerned with capital improvement budget. <br /> <br />I <br /> <br />Commissioner Sieber stated that the operating budget and capital improve- <br />ment budget are adopted separately. If the City can't raise the money <br />for a project by following the procedures of Charter Chapter 8, it won't <br />be in the budget. <br /> <br />I <br /> <br />Commissioner Gamec noted that putting project to a vote of the people <br />would be much better as far as Council is concerned; it takes the pressure <br />off of Council. Cornrnissioner Gamec inquired as to how to impress upon <br />people that the long term plan is only a planning tool and that they <br />should not panic when they see sewer and water included in it. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Sieber suggested that anytime such a project is included <br />in the long term plan a notation could be added to the effect that this <br />proposed project is subject to voter approval. <br /> <br />I <br /> <br />Commissioner Gamec noted that the City gets lots of calls inquiring why <br />Ramsey doesn' t have it. s own Fire Department. Cost-wise, if Ramsey did <br />have it's own Fire Department, the City and the homeowner would be better <br />off letting the house burn; but if it came to that, could the City create <br />a Fire Department and force it into the long term plan. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Sieber replied that a Fire Department could be created <br />by ordinance. <br /> <br />I <br /> <br />NEW BUSINESS <br /> <br />Commission proceeded to review and amend Chapter 7, Revision 2. <br /> <br />I <br /> <br />Chapter 7.01 <br /> <br />No change. <br /> <br />I <br /> <br />Chapter 7.02 <br /> <br />I <br /> <br />No change. <br /> <br />Chapter 7.03 <br /> <br />I <br /> <br />No change. <br /> <br />I <br /> <br />-:::- r-.:-tS:-_E!: 27, 1:'::_ <br />?dge 7 of 14 <br />
