<br />II <br />I <br /> <br />Chapter 7.07 <br /> <br />In the second sentence, delete the reference to 'ordinance' and leave the <br />term 'resolution'. <br /> <br />I <br /> <br />Discussion ensued regarding what the City would do if a section of the operating <br />budget is getting low on funds; charter proposes Council approval prior to <br />spending; current procedure for this type of situation is inter-department <br />transfer of funds and budget adjustments. <br /> <br />I <br /> <br />Commissioner Sieber suggested creating a contingency fund. <br /> <br />I <br /> <br />Commissioner Lichter stated that the charter definitely needs some language to <br />cover emergency situations. Commissioner Lichter suggested adding the following <br />after the third sentence in this chapter: "In the event that it is unreasonable <br />or timely to obtain Council approval for funding an emergency or unforeseen <br />expenditure, which is necessary for routine operation of the City, the City <br />Administrator is authorized to spend up to $500 to remedy the situation." <br /> <br />I <br /> <br />I <br /> <br />Chairman Heitman and Commissioner Data stated that they can't believe the <br />City budget is so detailed that it does not allow for small expenditures; <br />they can understand large expenditures, like a furnace for instance, needing <br />to be addressed. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Greenberg stated that specifying a dollar figure in the charter <br />is getting to detailed and the Commission has been advised not to do so. <br />Another point Commissioner Greenberg made was that 10 years from now $500 <br />won't mean much. <br /> <br />I <br /> <br />Commissioner Gamec stated that inter transfer of funds is currently done by <br />resolution and the auditor cross checks the resolution with the budget to <br />make sure that it was done. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Lichter suggested an alternative to specifying a dollar figure <br />in the charter: that the City Administrator be authorized to spend up to an <br />amount specified by Council in their purchasing policy which has been adopted <br />by ordinance. <br /> <br />I <br /> <br />The following sentence is added after the third sentence in Chapter 7.07: <br />"In the event it is unreasonable or timely to obtain Council approval for <br />funding an emergency or unforeseen expenditure which is necessary for routine <br />operation of the City, the City Administrator is authorized to spend up to an <br />amount designated by Council in a Purchasing Policy which shall be adopted by <br />ordinance." <br /> <br />I <br /> <br />I <br /> <br />Commission consensus is that Chapter 7.07 shall included the title only: <br />Enforcement Of The Budget. Chapter 7.07.01 shall include the first 3 <br />sentences of Chapter 7.07, Revision 2 plus Commissioner Lichters above <br />recommendation. Chapter 7.07.02 shall include the balance of Chapter 7.07, <br />Revision 2, beginning with the words: "Any at'ligation incurred. . .. .. n. <br /> <br />I <br />I <br /> <br />Chapter 7.08 <br /> <br />Delete references to 'ordinances' and leave tte term 'resolution'. <br /> <br />I <br /> <br />Discussion returned to Chapter 7.('7.01. <br /> <br />I <br /> <br />CC/October 27, 1983 <br />Page 9 cf 14 <br />
