Special <br />City <br />Council <br />meeting minutes <br />dated July <br />29, 1985. <br />Commissioner Falts stated that the bad publicity Ramsey has been been getting <br />and the way City Council is conducting business is bad for real estate business <br />in Ramsey. <br />Mr. Steve DeLuca was present and stated that he lives and works in Ramsey and <br />is concerned with the economic growth of the community because without a solid <br />tax base to draw from, the City is forced into this existing tax base which is <br />hard on both segments — commercial and residential. Mr. DeLuca stated that he <br />is concerned with the number of businesses that are leaving Ramsey. Mr. DeLuca <br />proceeded to read his statement made to City Council on August 13, 1985 (refer <br />to Council minutes dated August 13, 1985 for that statement). <br />T S u b comm itt e e l W <br />A. t1 . <br />report No <br />B. F inance And <br />Commissioner Fults stated that this subcommittee is still researching ways to <br />get municipal services to Mate Retch and Die. A meeting is scheduled for <br />August 21 with Ms. Waelti to discuss the possibility of tax increment funds <br />being used for sewer extension. Using CDBG funds for the trunk line may create <br />some hard feelings with other developers who have bonded for trunk line, <br />especially if the City cannot assess the landowners for sewer paid for with <br />CTBG funds. Commissioner Fults stated that maybe the west landowners should be <br />encouraged to do what the landowners on the east had to do. <br />Chairman Greenberg stated that he views using CTBG funds and/or tax increment <br />funds for municipal services as an effort to keep those existing businesses in <br />Ramsey. <br />Ms. Norris stated that C[BG funds can be used for lateral sewer lines as a <br />loan; CDBG funds cannot be used for trunk lines. <br />Commissioner Fults stated that at the August 13 Council meeting it was brought <br />up that Waltek is being fined $25,000 for improper storage of hazardous <br />chemicals. 4ere is no contamination but the potential is there and PCA has <br />chosen to fine Waltek rather than give the company a certain amount of time to <br />August 14, 1985 <br />Page 2of4 <br />
