3. on the same night they refused to pay for a lunch for a City employee <br />attending a seminar, they approved a payment for a dinner for some of <br />the councilpersons. <br />4. The Personnel Committee has had several breakfasts paid for by the <br />city. <br />5. The City Staff feels they are being unfairly harassed concerning their <br />personal and work habits. <br />6. One councilman complained about paying for a bottle of aspirin and the <br />same night approved a $5,000 computer study. <br />7. One councilman continually harps about our Charter during council <br />meetings when he knows perfectly well that he can approach the Charter <br />Commission with suggested changes or put on his tennis shoes and carry <br />a petition. <br />8. The same councilperson thinks he has the right to add agenda items the <br />night of the meeting and have all his items discussed while other <br />people have to wait their turn. <br />9. All three of these oouncilpersons signed the now famous June 30th <br />letter approving Mr. Gilbertson's request and now we have one <br />councilman, who has been Acting Mayor of Ramsey for several years, <br />claiming he thought he was signing for a meeting. On top of <br />everything else, Ramsey's government was severely criticized for that <br />meeting. A copy of that editorial is enclosed. <br />Ms. Beale stated that several people have called her this week and said that <br />Ramsey yIs Council behavior is becoming too much. Ms. Beale stated that in <br />reviewing her above list, she would have to say that it appears some <br />councilmembers feel they have more rights and less obligations than the rest of <br />the citizens. Ms. Beale referred to an editorial in the Anoka Union which was <br />very critical of Ramsey's government. <br />Douglas Fountain - 15255 Garnet - Stated that in April there was a fire in the <br />northeast corner of the landfill that destroyed one acre of trees and grass. <br />On Memorial weekend, there was $6,000 worth of damage done to Waste <br />Management's diesel equipment and the methane pump house. on the 4th of July <br />there was vandalism to electrical equipment at the methane poop. Mr. Fountain <br />stated that he and Mr. John Studer are pleased to see that Waste Management of <br />Minnesota, Inc. has begun to fence in that north 80 acres. Mr. Fountain stated <br />that 6 of the 9 individuals on Garnet Street would like to express their <br />appreciation for Waste Mangement's action by committing $25.00 each to a reward <br />fund to be paid to individuals providing information leading to the arrest and <br />conviction of the vandals. Mr. Fountain stated that he has talked to Mr. Terry <br />Miller of Waste Management and he indicated that Waste Mangement would be <br />matching those funds raised by the citizens. Mr. Fountain requested that <br />Council place on a future agenda, the discussion and approval of the City <br />matching those reward funds raised by the citizens. <br />July 23 1985 <br />Page 6 of 13 <br />
