TO: Mayor and Oouncilm3nbers <br />FROM: City Administrator <br />RE: Staff report for August 1985 <br />1) Finance - We are very busy with the preparation of the mid -year 1985 budget <br />adjustments and the preparation of the 1986 budget. <br />we are also very busy preparing the background work for all the assessment <br />notices for the public hearings that you will be conducting. <br />2) Labor - The police have accepted the Council's offer of a 4.58 increase in <br />salary and $10.00 per month increase in health insuranwfor 1985 and 4,08 <br />increase in salary and $10.00 per month increase in health insurance for 1986. <br />We are now working on contract language negotiations with AFSCME and keeping <br />the Council Personnel Committee fully informed, <br />salary or fringe benefits until the contract la We will not be discussing any <br />nguage is fully agreed upon. <br />The City is working with me on the labor negotiations and we will be keeping a <br />close liaison with the Council Personnel Committee. <br />3) Miscellaneous - The following is hereby sutmitted on this item: <br />a) Legislation - The major issues that will be coming before the 1986 <br />' Legislature are the following: <br />1) Property taxes - If we expect to see anything done with property <br />taxes for commercial/industrial, it will probably happen during <br />this session. Ramsey has always stated that they wanted to see <br />this happen but what we have to watch for is that they don't pass <br />deal wit large industries <br />ormedi size have <br />ndustries which would ldreally <br />hurt us. So this has to really be monitored. <br />' 4) Landfill legislation - They are supposed to be conducting <br />legislative hearings on this. We will have to get on top of this <br />also to make sure our situation is thoroughly understood. <br />I& 0 %a <br />2) during this se session <br />and Ramsey had betterymonitordthis <br />legislation very carefully during this next session, <br />3) Fiscal. disparity - This is another piece of legislation that will <br />be worked over during the 1986 legislative <br />session. The current <br />fiscal disparity formula has helped the City during the <br />past <br />three years. It gives the school district a lot of relief from <br />levying higher taxes, as they <br />receive approximately $50,000,000 I <br />have been told in valuation from fiscal disparity. <br />If fiscal <br />disparity is going to be done away with in the future, <br />we should then make <br />sure that all the grandfather clauses are <br />removed from the school aids and local <br />government aids and that <br />the formula fairly distributes these funds, <br />' 4) Landfill legislation - They are supposed to be conducting <br />legislative hearings on this.
