Council consensus is that that Case 19.A (Appointment Of A Representative <br />And One Alternate 1b Serve On The Lower Rum River Watershed Management <br />Organization) under Case t4 of this special meeting agenda is not a carry over <br />item from July 23 but calls for action that directly relates to Case 49.A of <br />the July 23 agenda that should have been addressed at that time. <br />Motion by Mayor Heitman and seconded ty Councilmember Oox to approve the agenda <br />with the following amendments: <br />Under Case 44 (Unfinished Business From July 23) add the following: <br />Case i3.A Request For Extension For Filing Of Final Plat Of Meadowbrook <br />Estates; Case Of Mr. Gary Petrucci. <br />Add: Case #11: Engineering; A) Joint Powers Agreement With Anoka County <br />Regarding Improvements To Azurite Street NN; B) MSA 5 Year Construction <br />Program. <br />Notion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br />Mayor Heitman noted that he was unable to attend the special Council meeting of <br />June 19, 1985 and that he will be unable to attend any meetings held prior to <br />5:30 p.m., unless they are of an emergency nature, because of the distance fran <br />his place of enplvyment to the City. <br />Councilmenber Cox inquired as to what times Mayor Heilman will be available. <br />Mayor Heitman replied that he will be available after 5:30 p.m. unless there is <br />an emergency. <br />Councilmanber Oox inquired as to who makes the 'emergency' determination. <br />Mayor Heitman stated that the Charter determines 'emergency'. <br />Oouncilmember Oox inquired if Mayor Heitman would consider the Lions' gambling <br />license an emergency. <br />Mayor Heitman stated that he did not feel the gambling license issue was an <br />emergency; the raffle drawing is set for August 1 and there was a sufficient <br />amount of lead time. <br />Councilmanber Wx pointed out that the intended time for the raffle drawing was <br />July 14; the waiving of the 30 day waiting period was necessary in order to <br />have everything in order and be able to have sufficient time to sell raffle <br />tickets. <br />Mayor Heitman inquired if one hour would have significantly affected the <br />outcome. <br />' Oouncilmember Cox replied that one hour would probably not have made a <br />difference but he was not aware of Mayor Heitman Is time frame.
