I ' SECTION II. TAX INCREMENT FINANCING PLAN FOR ' TAX INCREMENT FINANCING DISTRICT NO ' Subsection 2.1. Statement of Objectives. See Section I, Development Program for Development District No. 1, Sub- section 1.4, Statement of Objectives. ' Subsection 2.2. Development Program See Section I, Development Program, Subsections 1.2 through 1.12. Subsection 2.3. Parcels to be Included in Tax Increment Financing District No. 1. The following parcels located in the City of Ramsey, County of Anoka, State of Minnesota: River's Bend ' Government Lot 5, and Government Lot 6, of Section 25, Township 32, Range 25, Anoka County, Minnesota, lying west of the normal high water mark of the Rum ' River. Together with all that part of Government Lot 3, ' and of Government Lot 4, said Section 25, lying west and south of the normal high water mark of the Rum River, and further described as Commencing at a ' point on the centerline of St. Francis Boulevard N.W. distant 480.00 feet northwesterly, as measured along said centerline, from the intersection of said centerline with the South line of Government Lot 6 of Section 36, said Township 32, Range 25; thence continue northwesterly along said centerline for 250.00 feet; thence northeasterly at right ' angles from said centerline for 350.00 feet; thence northwesterly, along a line to be hereafter known as Line "A" for the purposes of this description, parallel with said centerline, for 1100.00 feet to a point to be hereafter known as Point "B" for the purposes of this description; thence northeasterly, ' along a line to be hereafter known as Line "C" for the purposes of this description, to the point of intersection of the two following described lines: ' Line 1 is described as a line parallel with and distant 900.00 feet east, as measured at right angles, of the West line of said Govern- ' ment Lot 3 of Section 25; Line 2 is described as a line parallel with ' and distant 600.00 feet south, as measured at ' 2 - 1
