Subsection 2.4. Parcels in Acquisition The City may acquire and reconvey the parcels identified in Section I, Subsection 1.12 of the Development Program as originally ' adopted on July 9, 1985. As the City acquires said parcels, the Tax Increment Financing Plan for Tax Increment Financing District No. 1 will be modified to reflect the acquisitions of said parcels. The following are conditions under which properties not designated to be acquired may be acquired at a future date: ' (1) The City may acquire property by gift, dedication, condemnation or direct purchase from willing sell - ers in order to achieve the objectives of the tax increment financing plan; and ' (2) Such acquisitions will be undertaken only when there is assurance of funding to finance the acqui- sition and related costs.
