I AND THE WVELOPMENT <br />RELATING E• • AND ESTABLISHING <br />INCREMENT • w DISTRICT N• I AND - R <br />THE a'• INCREMENT wING PLAN RELATING 7HERM <br />' BE IT RESOLVED by the City Council (the "Council ") of the <br />City of Ramsey, Minnesota (the "City"), as follows: <br />Section 1. Recital8 <br />1.01 It has been proposed that the City establish <br />' Development District No. 1 and extablish Tax Increment Financing <br />District No. 1 therein and approve and adopt the proposed <br />Development Program and proposed Tax Increment Financing Plan <br />' with respect thereto, all pursuant to and in accordance with <br />Minnesota Statutes Chapter 472A, as amended, and Xinnesota <br />statutes Sections 273.71 to 273.78, inclusive, as amended. <br />1.02 The Council has investigated the facts and has caused <br />to be prepared a proposed Modified Development Program for <br />Development District No. 1, defining more precisely the property <br />t to be included in Development District No. 1 and describing the <br />action to be undertaken by the City to aid the development of <br />Development District No. 1, and has caused to be prepared a <br />' proposed Tax Increment Financing Plan defining more precisely the <br />property to be included in Tax Increment Financing District No. 1 <br />and other matter relating thereto. <br />t 1.03 The City has performed all actions required by law to <br />be performed prior to the establishment of Development District <br />No. 1, the establishment of Tax Increment Financing District No. <br />1 and the adoption of the proposed Development Program and <br />proposed Tax Increment Financing Plan relating thereto, <br />including, but not limited to, notification of Anoka County and <br />' School District No. 11 having taxing jurisdiction over the <br />property to be included in Tax Increment Financing District No. <br />1, a review by the City Planning Commission of the proposed <br />' Modified Development Program for Development District No. 1 and <br />the proposed Tax Increment Financing Plan for Tax Increment <br />Financing District No. 1 and the holding of a public hearing upon <br />published and mailed notice as required by law. <br />-1- <br />
