I <br />minutes; council can comment on the minutes but not approve them; oommissions <br />t can submit to Council whatever they choose to. <br />Mayor Heitman referred to the June 19, 1985 Airport Commission meeting minutes; <br />there was not a quorum present and their request for funding for a one -page <br />flyer came to council by way of a consensus; what are the ramifications of <br />conducting business by consensus in lieu of a motion? <br />Mr. Goodrich stated that a quorum is needed to conduct an official meeting; a <br />recommendation fran 9 commission members does not mean any more than a <br />recommendation fran 4 commission members as it is council's decision whether or <br />' not to accept recommendations. This ruling does not apply to Planning and <br />Zoning recommendations as they have statutory obligations to follow. <br />Notion ty Coumcilmember Cox and seconded by Councilmmmmber Schlueter to direct <br />that City Staff inform all City bodies that Council will not consider any <br />recommendations or requests that came from less than a majority of the City <br />body. <br />' Further Discussion: Mayor Heitman stated that it should be noted that Council <br />still wishes to receive meeting minutes of those City bodies, whether or not <br />' there was a quorum present. <br />Notion carried. Voting Yes: Mayor Heitman, Councilmenbers Sorteberg, Cox, <br />Reimann and Schlueter. Waiter of Erickson <br />Engineering to Mr. Paul Ruud, Anoka County Highway Engineer, and Ms. Molly <br />Comeau, Minnesota Department of Natural Resources, regarding proposed county <br />Road #116 Rum River bridge crossing and permit application. <br />3) Letter dated June 24, 1985 from Mr. John B. Lilja, Deloitte, Haskins and <br />Sells, regarding verification of cash and investment balances as of June 28, <br />1985. <br />4) Letter dated June 25, 1985 from Director of Technical Services Berg to Mr. <br />Ronald West regarding grading at 8543 - 167th Lane W. <br />5) Letter dated June 26, 1985 from City Engineer Raatikka to Forest Lake <br />Contracting regarding Street Improvement Projects #84 -18 and #84 -19. <br />6) Letter dated June 28, 1985 from City Attorney Goodrich to state of <br />Minnesota Water Resources Board regarding joint powers agreement to establish <br />the Lower Rum River Watershed Management Organization. <br />7) Letter dated July 1985 from Mr. Alan Beals, National League of Cities, and <br />Mr. William H.
