noi, na.a. �a.au avry r vrt: <br />ALLEN SORTEBERG, COUNCILPERSON, CITY OF RAMSEY, COUNTY OF ANOKA <br />REASON: MALFEASANCE IN OFFICE <br />' On Sunday, June 30, 1985, Cox, Reimann and Sorteberg, signed a letter concerning J.R.'s <br />Saloon approving a request without calling a meeting in accord with our City Charter and <br />the open meeting law. Section 3.01 of our City Charter was violated in the following <br />' manner: <br />1 <br />I <br />1) No 24 hour notice to all Councilmembers <br />2) No public notice <br />3) No notice filed with the City Clerk <br />The discussed action was not an emergency or a labor negotiation which can be exceptions <br />to the open meeting law. The letter attempted to grant an extension for the payment of <br />property taxes to keep a liquor business open. That is not allowed by State Statutes. <br />Furthermore, action to deny the license was taken five days before because State and local <br />requirements weren't met. Our City Attorney explained at that time it was not possible <br />for the Council to grant a license until all requirements were met. If J.R.'s did pay <br />their taxes, the Councilmembers should have told them to wait until the next Council meet- <br />ing or they could have called a legal special meeting for one issue as Cox and Reimann did <br />for a gambling license on June 19 at 9 :30 P.M.
