' 12. That the topographical conditions of the subject property for <br />which the variances are being sought are not of so general or <br />' recurrent a nature as to make reasonably practicable the <br />formulation of general regulations for such conditions. <br />13. That the variances may observe the spirit and intent of the <br />ordinance, may produce substantial justice and are not contrary to <br />' the public interest. <br />14. That the proposed accessory structure will comply with the <br />requirements set forth by City Staff and the Uniform Building <br />Code. <br />15.
