Not to allow for variances frcm the established street <br />grid system in Ramsey. <br />2. Ib require the developer to place a $10 non- <br />refundable escrow with the City to be used for <br />maintergnoe costs on Jarvis Street. <br />Further, to authorize the Mayor and City Adninistrator to <br />sign the amended development agreement. <br />Notion carried. Voting Yes: Mayor Heitman, 0ouncilmenbers <br />Sorteberg Cox, Reiman and Schlueter. Voting No: None. <br />Mr. Douglas Fountain stated that in Apri, 1985 Council made <br />a decision not to require a second emergency access in <br />Northfork. <br />Mr. Goodrich stated that there is a second access provided <br />for in Northfork. <br />Oouncilmenber Reimann stated that now that there is a <br />union, seminars and schools should be considered a <br />negotiating or bargaining item and be addressed in the <br />union contract. <br />Mayor Heitman inquired as to what the benefit would be to <br />the City if schools and seminars are a negotiated item and <br />' employees do not attend schools and seminars. <br />Oouncilmenber Cox stated that there are certain things an <br />' employee must attend in order to maintain job status; that <br />upgrading education benefits the individual for if and when <br />he moves to a different position. <br />' Councilmember Sorteberg stated that Ramsey does have a good <br />policy and questioned whether it should be changed. <br />' Councilmenber Reimann stated that attendance is not the <br />only point; there is the time taken off, meals, use of <br />company vehicles and other spin -offs. <br />Mayor Heitman suggested that the proposed resolution <br />regarding attendance at seminars include wording to require <br />' that a seminar description, including the benefit to Ramsey <br />in having an individual attend, be submitted. <br />July 29, 1985 <br />Page 20 of 22 <br />
