Further Discussion: Mr. Schnelle stated that he will not <br />approve seminar attendance unless it has cane before <br />Council. Mayor Heitman stated that the resolution gives <br />the authority to the City Administrator. Councilmenber <br />Schlueter stated that she has no problem with the City <br />Administrator granting seminar attendance approval, but <br />that attendance should be justified in a memo to Council. <br />Motion carried. Voting Yes: Mayor Heitman, Oouncilmembers <br />Sorteberg and Schlueter. Voting No: Councilmembers Cox <br />and Reimann. <br />Councilmember Cox referred to Mayor Heitman and Ms. <br />Haapala's trip to New York to get a bond rating upgrade and <br />stated that he feels that trip qualified as an out -cf -State <br />seminar and attendance should have been approved at a <br />Council meeting rather than ty telephone. <br />Mayor Heitman stated that the trip was not a seminar and a <br />quorum did not disapprove attendance. <br />EW4[JB� <br />Motion by Councilmenber Cox and seconded by Councilmember Sorteberg to adjourn <br />the special Council meeting. <br />Motion carried.
