'rtIe following
CQIIIlI!nts concerning air and water quality should be addressed in the final EIS.

Air Quality

'rtle total number of parking spaces proposed for the project has been reduced
to less than 1000. AcCOrding. to Table 4 at page 38 of. the draft EIS, 985 new
parking spaces will be constructed. As such, an indirect source permit will
not be required for the project.

Water Quality

In our letter of January 10, 1986 prepared in. response to the scoping
environmental assessment worksheet, we stated that the draft EIS should
contain soil test results and appropriate ground water measurements which
demonstrate that the individual on-site treatment systems for single family
hcmes are feasible and will not cause a ground water contamination problem.
we also stated in that letter that a high rate soil absorption system evalua-
tion should be conducted for the proposed CQIIIlI!rcial developDent. 'rtIese
studies have been done in a prelillli.nary fashion in the draft !IS using avail-
able data. However, the feasibility of the project cannot be determined fran
this data.

'rtIe ground water CQIIIlI!nts are divided. into two areas, the potential impacts
fran the indiviciual on-site septic systems and wastewater treatment
requirements for the proposed CQIIIlI!rcial/light industrial area. In addition,
potential surface water impacts are discussed with regard to Lake Itasca.

Phone:
1935 West County Road 82, RosevUle, Minnesota 55113-2785
Regional O"ices .
