<br />RESPONSE TO MAY 14, 1986 LETTER FROM PCA <br />(letter from Thomas Kalitowski, May 14, 1986) <br /> <br />1. The Ramsey Sewage Disposal Ordinance, which was based on <br />WPC 40 and adopted in 1984, requires that sewage tanks must <br />be located at least 50 feet from a water supply well. <br />However, the minimum distance from a property line is 10 <br />feet. Therefore, under these regulations, sewage tanks must <br />be at least 20 feet apart. City staff, however, will <br />consider this recommendation of the MPCA in reviewing the <br />permits for this project. <br /> <br />I . <br /> <br />2. A stringent program covering operation, maintenance and <br />post-installation inspection for private sewer systems is <br />included in the Ramsey Sewage Disposal Ordinance. This <br />ordinance includes requirements for installation (150.01.4), <br />inspection (150.01.5), record keeping (lS0.0l.SC), data <br />collection (150.01.5), correcting existing prOblems <br />(lS0.el.SD and 150.01.8), and licensing (lSe.el.SF), as <br />required by -the Metropolitan Council's Development Guide. <br /> <br />3. The Ramsey Sewage Disposal Ordinance includes both <br />construction requirements for standard systems (lS0.el.4F, <br />Subd. 3) and for "alternative systems" (lSe.el.4G). For a <br />standard system, the regulations require: <br /> <br />f <br />, <br />i <br />~ <br /> <br />"The bottom and sides of the trench or bed excavation to the <br />level of the filter material shall be scarified to remove <br />smears left by the construction equipment and footprints. <br />All loose material shall be removed from the excavation. <br />The bottom of the excavation shall not be driven on .or <br />walked on after scarification." (lSe.el.4F, Subd. 3, 5.) <br /> <br />"When the soil percolation rate at the bottom of the trench <br />or bed is slower than fifteen (IS) minutes per inch, no <br />vehicle or excavation equipment shall be allowed on the <br />trench or bed area. Excavation shall be by back hoe or <br />other means that allow the equipment wheels or tracks to <br />remain on the surface soil." (lSe.el.4F, subd. 3, 6.) <br /> <br />4. In reviewing permits for septic systems, the City of <br />Ra~sey requires that the soil types for the area be <br />supplied. This is based on county soils data. However, if <br />a site has questionable soils or is bordered by questionable <br />soils, as suggested by this comment, then soil borings of <br />the site are required as part of the permitting process. <br /> <br />. . <br /> <br />S. Extrapolating nitrate conditions found in the City of <br />Ramsey drinking wells to future conditions in Northfork has <br />to be addressed with caution and the inherent limitations <br />noted for a comparison of this nature.
