<br />1.0 PROJECT DESCRIPTION <br /> <br />1.1 PROJECT LOCATION AND SIZE <br /> <br />(- <br /> <br />Northfork is a Planned Unit Development (PUD) proposed for construc- <br />tion on 1253.6 acres in the southwest corner of the City of Ramsey in <br />Anoka County. The project plans include 250 single family residential <br />units on lots averaging 2.5 acres each and 125 acres of commercial/ <br />industrial development. Plans for the commercial/industrial land <br />include a proposed golf course, office and retail development and <br />light industrial. Approximately 50 acres will be devoted to right of <br />way for new roadways and other services. The rest of 'the site <br />(approximately 450 acres or 36% of the total site) will remain as open <br />space. <br /> <br />Lake Itasca, a 111 acre lake is located wholly within the proposed <br />PUD. Several wetlands, including a regulated wetland (2-737W), are <br />also within the project site. <br /> <br />i <br />I <br /> <br />Nearly three quarters of land surrounding Lake Itasca will remain as <br />open space due to poor soil conditions or wetlands. Plans also call <br />for a new 50 acre lake to be constructed in the western part of the <br />site in an area that is currently agricultural. Home development is <br />proposed to surround this new lake. <br /> <br />Trott Brook, which extends from Sherburne County to the Rum River, is <br />located just to the north of the project site. Eddy Lake is located <br />within 200 feet of the site's eastern boundary. The Mississippi River <br />is located approximately 0.2 of a mile south of the project's southern <br />boundary. <br /> <br />Most of the project site is currently undeveloped. The largest single <br />land use is crop land (approximately 620 acres). The remainder of the <br />site is rolling wooded or grassy areas and wetlands/lakes. <br /> <br />The PUD is located outside of the Metropolitan Counsel's Metropolitan <br />Urban Service Area and is within Ramsey's designated Rural Service <br />Area. Due to this, no city sewer and water will be provided to the <br />site. All developments within the PUD must provide their own on-site <br />wells and septic systems. <br /> <br />Major access to the site is provided by Minnesota Trunk Highway <br />10/169. This four lane, divided highway provides access to the <br />metropolitan centers of Minneapolis/St. Paul. Several alternatives <br />for access from Trunk Highway 10/169 to the site are currently being <br />considered. <br /> <br />1.2 PROJECT PHASING <br /> <br />The project will be completed in five or six phases over ten years. <br />The homes will be developed in five phases with approximately 50 homes <br /> <br />-7- <br /> <br />
