<br />III. TRANSPORTATION ANALYSIS <br /> <br />'l'be Tecbnical Committee prepared two study maps that provided baseline <br />assumptions tor traffic demand study. Hap II sbows lID allumed year 2000 <br />tunctional road network. This road system shows tbe Metropolitan Highways <br />(Interstate Freeways and Major Arterials) whicb are committed in long-range <br />regional and state plans. To test the alternative rinr crossings, the year <br />2000 torecast was loaded onto the network. TII 610 west ot the Osseo Bypass, <br />bowever, was not included in the network. <br /> <br />Map 5 sbows the location ot all the river crossings that were tested in the <br />2000 tratfic demand analysis. The initial eight crossings alternates were <br />expanded witb two additional alternates to determ1ne the ettect ot providing a <br />bypass to TII 169. This required additional tratfic torecasts, prepared by <br />MnIDOT. Bridge 3 (So DiBlllond Lake Rd - Thurston Av) and Bridge 6 (CR 111 - <br />Riesling Bl) were changed in the computer forecast by providing taster speeds. <br />This tested the ability ot these two alternates to dinrt trips frolll TR 169. <br />The numbers and named locations of all alternates are listed in Table 2. <br />Also assumed in the demand analYSis were the construction of additional lanes <br />on 1-6911 and the completion ot TII 610, but no changes to TII 101 or TII 169. <br />Alternative No. 11 was added to the analysis at MnIDOT's descretion.
