(b) In addition to complying with the provisions of this division, all signs shall be constructed in accordance with <br />the applicable provisions of the 1991 Edition of the Uniform Sign Code and State Electrical Code and as <br />subsequently amended. <br />(c) All signs shall be located in such a way that they maintain horizontal and vertical clearance of all electrical <br />power lines and communication lines. <br />(d) All signs and their supporting structures shall maintain clearance and non-interference with all surface and <br />underground facilities and conduits for water, sewage, gas, electricity, or communications equipment or <br />lines. In addition, the placement of all signs and their supporting structures shall not interfere with natural or <br />artificial drainage or surface or underground water. <br />(e) All signs, except those attached flat against the wall of a building, shall be constructed to withstand minimum <br />wind loads as follows: <br />(1) Solid signs: 30 pounds per square foot per face of the sign. <br />(2) Open signs: 36 pounds per square foot of the total face area of the letters and other sign surfaces, or <br />ten pounds per square foot of the gross surface area of the sign, whichever is greater. <br />(Code 1978, § 9.12.12; Ord.
