1 ORDINANCE #24-12 <br />2 CITY OF RAMSEY <br />3 ANOKA COUNTY <br />4 STATE OF MINNESOTA <br />5 <br />6 AN ORDINANCE TO REGULATE CANNABIS BUSINESS WITHIN THE CITY <br />7 OF RAMEY, MINNESOTA, ANOKA COUNTY <br />8 <br />9 The City Council of Ramsey ordains: <br />10 <br />11 <br />12 SECTION 1. AUTHORITY <br />13 <br />14 This ordinance is adopted pursuant to and under the authority of the City Charter of the City of <br />15 Ramsey. <br />16 <br />17 <br />18 SECTION 2. AMENDMENTS TO CHAPTER 26 (LICENSES, PERMITS, AND <br />19 MISCELLANEOUS BUSINESS REGULATIONS) <br />20 <br />21 Chapter 26, Article XX is hereby established as follows: <br />22 <br />23 ARTICLE XX — CANNABIS BUSINESS LICENSING <br />24 <br />25 Division 1. - Generally <br />26 <br />27 Sec. 26-880 - Findings and Purpose <br />28 (a) The Ramsey City Council makes the following legislative findings: <br />29 (1) The purpose of this Article is to implement the provisions of Minnesota Statutes, <br />30 chapter 342, which authorizes the City of Ramsey to protect the public health, <br />31 safety, welfare of Ramsey residents by regulating cannabis businesses within the <br />32 legal boundaries of the City of Ramsey. <br />33 (2) The Ramsey City Council finds and concludes that the proposed provisions are <br />34 appropriate and lawful land use regulations for the City of Ramsey that the proposed <br />35 amendments will promote the community's interest in reasonable stability in <br />36 zoning for now and in the future, and that the proposed provisions are in the public <br />37 interest and for the public good. <br />38 <br />39 Sec. 26-881 - Authority & Jurisdiction <br />40 (a) The Ramsey City Council has the authority to create this Article pursuant to: <br />41 (1) Minn Stat. 342.13(c), regarding the authority of a local unit of government to <br />42 adopt reasonable restrictions of the time, place, and manner of the operation of a <br />43 cannabis business provided that such restrictions do not prohibit the <br />44 establishment or operation of cannabis businesses. <br />45 (2) Minn. Stat. 342.22, regarding the local registration and enforcement requirements <br />46 of state -licensed cannabis retail businesses and lower -potency hemp edible retail <br />Ordinance #24-12 <br />Page 1 <br />
