Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-318 <br /> RESOLUTION TO APPOINT A NEW CHIEF OF POLICE <br /> WHEREAS, Police Chief Jeff Katers is retiring effective November 18, 2024; and <br /> WHEREAS, a selection process to fill the Police Chief position was identified by the City <br /> Council; and <br /> WHEREAS, an internal recruitment was held and interviews were conducted; and <br /> WHEREAS, the panel consisted of Councilmember Musgrove, Councilmember Riley, <br /> Councilmember Specht and Mayor Kuzma; City Administrator Brian Hagen, Community <br /> Development Director Stephanie Hanson, Fire Chief Matt Kohner, Administrative Services <br /> Director Colleen Lasher and the City of Maple Grove's Police Chief, Eric Werner; and <br /> WHEREAS, Captain Brad Bluml was selected as the City's next Police Chief, and <br /> WHEREAS, now Police Chief Brad Bluml shall serve as the City's new Police Chief, <br /> effective November 19, 2024. <br /> NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) Motion to adopt resolution 24-318 to: <br /> a) appoint Brad Bluml to the position of Police Chief, effective November 19, 2024 <br /> at step 4 of the current 2024 wage scale which is $70.326 per hour, followed by <br /> step 4 of the proposed adjusted pay scale which is $77.427 per hour and includes a <br /> 2025 cost of living adjustment of 3%, effective January 1, 2025; if the newly <br /> proposed 2025 adjusted pay scale is not approved, Chief Bluml will move to step 6 <br /> of the 2025 wage scale. <br /> b) Provide the termination benefits as follows: In the event Employee is terminated <br /> within two years of the initial date of appointment to the position of Police Chief <br /> by the Employer during such time that Employee is willing and able to perform the <br /> duties of Police Chief, then in that event, Employer agrees to pay Employee at the <br /> time of receipt of Employee's last paycheck a lump sum cash payment in the amount <br /> equal to three months aggregate salary and to continue to provide and pay for city <br /> benefits including those provided to all other actively working fulltime employees <br /> for a period of three months, following termination. For any such termination <br /> occurring equal to or more than two years after the aforesaid date, then Employer <br /> agrees to pay Employee at the time of receipt of Employee's last paycheck a lump <br /> sum cash payment in the amount equal to six months aggregate salary and to <br />
