Councilmember Howell introduced the following resolution and moved for its adoption: <br /> RESOLUTION #24-305 <br /> RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br /> AGREEMENT WITH ANOKA COUNTY TO RECEIVE 2025 SCORE FUNDS <br /> WHEREAS, Anoka County annually receives funding from the State of Minnesota <br /> pursuant to Minn. Stat. § 115A.557. This funding is provided by the Select Committee on <br /> Recycling and the Environment(SCORE); and <br /> WHEREAS, for calendar year 2025, Anoka County will distribute the SCORE funds <br /> amongst municipalities using the following formula: a base allocation of $10,000 plus $5.00 per <br /> household; and <br /> WHEREAS, in addition to base funding, the City of Ramsey is also eligible for additional <br /> targeted program funds to focus on activities such as monthly/quarterly drop-off events, general <br /> program enhancements, and organics recycling; and <br /> WHEREAS, the Anoka County Board of Commissioners annually sets recycling goals <br /> for municipalities to achieve and the 2025 goals are based on 225 pounds perperson for single- <br /> family households (up to four [4] units) and 150 pounds per person for multi- unit households <br /> (five [5] or more units); and <br /> WHEREAS, the City of Ramsey's recycling goal for 2024 is 3,124 tons; and <br /> WHEREAS, Anoka County wishes to assist municipalities in meeting the recycling <br /> goals established by the Anoka County Board of Commissioners by providing SCORE funds to <br /> municipalities for solid waste recycling programs; and <br /> WHEREAS, SCORE funding can be, and previously has been, used to implement <br /> various components of the City's recycling program including: recycling and waste reduction <br /> education and awareness activities, notifying new residents of Ramsey's recycling program, <br /> various recycling events, and to fund the recycling coordinator position; and <br /> WHEREAS, in order to receive SCORE funds, the City of Ramsey must enter into a <br /> Residential Recycling Program Agreement with Anoka County. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the Mayor and City Administrator are hereby authorized to sign the Agreement for <br /> Residential Recycling Program between the City of Ramsey and Anoka County to <br /> receive $70,390.00 of SCORE funds to administer the recycling program in 2025. <br />
