Enforcement <br />The Administrative Services Director, Department Heads or the identified designee are <br />responsible for enforcing this policy. If counseling is ineffective, violations of this policy may <br />result in disciplinary action, up to and including termination. Employees sent home to change <br />clothes shall not be paid as regular duty during that time; they may use vacation time or unpaid <br />leave. <br />7.6 Off -Duty Conduct <br />The City's effectiveness depends upon the respect and confidence of residents, business owners, <br />and employees. Inappropriate off -duty conduct detracts from community or employee respect <br />and confidence. It is the City's policy to investigate circumstances suggesting that a City <br />employee has engaged in inappropriate off -duty conduct that reflects unfavorably on the City. If <br />inappropriate off -duty conduct is determined to have occurred and it affects the City's business <br />or reputation, discipline may be imposed, up to and including termination. <br />Examples of inappropriate off -duty conduct include, but are not limited to, the following: <br />• Certain moving violations <br />• Theft <br />• Violence <br />• Use of City position to manipulate or control others <br />• Conviction of a gross misdemeanor or felony <br />This policy applies to all City employees (full-time, part-time, paid -on -call, temporary, casual, <br />etc.); to acts that occur within or outside of City limits; and to acts that occur during or outside <br />work hours. <br />7.7 Employee Parking <br />To ensure the public has easy access to the entrances of City Hall, employees must park personal <br />vehicles in the Municipal Parking Ramp unless otherwise approved by the Department Head. <br />City vehicles may be temporarily parked on the road or in the south parking lot as needed for <br />City business. Personal vehicles may only be parked on the road for the time necessary to load or <br />unload supplies for a City function. <br />7.8 Conflict of Interest and Divided Allegiance <br />This policy applies to all City employees, personnel, and volunteers without exception, including <br />elected officials, temporary employees, employees working under contract for the City, and <br />members of the paid -on -call fire department. <br />The City Council and the City Administrator are committed to governing the City organization in <br />581Page <br />-- [ommented [CL9]: Ask the City Attorney about this statement. <br />
