SECTION 3 EMPLOYEE RECRUITMENT, SELECTION, <br />EMPLOYMENT, ANDS TERMINATION <br />3.1 Scope <br />The City Administrator or a the City Administrator's designee will manage the hiring process for <br />positions within the City. While the hiring process may be coordinated by staff, the City Council <br />is responsible for the final hiring decision and must approve all hires to City employment, with <br />the exception of temporary or seasonal employees wand interns for which the funding is <br />accounted for in the annual budget. In this case the City Administrator is responsible for hiring <br />temporary or seasonal employees. All regular hires (part-time employees, full-time employees <br />and Paid -on -call Firefighters will be made according to merit and fitness related to the position <br />being filled. <br />3.2 Features of the Recruitment System <br />The City Administrator or the City Administrator's designee will determine if a vacancy will be <br />filled and howz whether through an open recruitment, promotion, transfer, or another method. <br />This determination will be made on a case -by -case basis. The majority of vacancies will be filled <br />through an open recruitment process. Position vacancies may be filled on an "acting" basis, as <br />needed. <br />Application for employment will generally be made via the City's online on application forms <br />process.provided by the City. Other materials in lieu of a formal application may be accepted in <br />certain recruitment situations as determined by the City Administrator or the City Administrator's <br />designee. In most cases, supplemental questionnaires twill included as part of the <br />application processbe required in certain most situations. To be considered, all candidates must <br />complete and submit the required application materials by the posted deadline, in order to be <br />considered for the position. The deadline for applications may be extended by the City <br />Administrator. Unsolicited applications will not be kept on fileretained. <br />3.3 Testing and Examinations <br />Applicant qualifications will be evaluated in one or more of the following methods: training <br />and _experience rating; written test; oral test or interview; performance or demonstrative test; <br />physical agility test or other appropriate job -related exam. <br />Internal recruitments will be availablee to any GityCity employee who: (1) has successfully <br />completed the initial training probation period; and (2) meets the minimum qualifications for the <br />vacant position.. ; and (3) currently is and for the past year has been in good standing with the <br />211Page <br />Formatted: Font: Bold, Underline <br />Commented [CL3]: Discuss interns with the CC. <br />
