AUTHORITY <br /> 18 <br /> 19 This ordinance is adopted pursuant to and under the authority of the City Charter of the City of Ramsey. <br /> 20 <br /> 21 <br /> 22 SECTION 2. AMENDMENTS TO CHAPTER 26, ARTICLE XIV (RENTAL RESIDENTIAL <br /> 23 DWELLING UNITS). <br /> 24 <br /> 25 The following portions of Chapter 26, Article XIV are amended as follows: <br /> 26 <br /> 27 See. 26-614.Purpose. <br /> 28 It is the purpose of this chapter to protect the public health and safety of citizens of the city by <br /> 29 adopting a rental dwelling licensing, inspection and maintenance program that corrects substandard <br /> 30 conditions,maintains a standard for existing and newly constructed rental dwellings, and promotes <br /> 31 neighborhood stability in the city. The operation of rental properties is a business enterprise that includes <br /> 32 certain responsibilities for the licensee and tenant. Licensees are responsible to take such <br /> 33 reasonable steps as are necessary to ensure that the renters who occupy such rental units, as well as <br /> 34 neighboring properties, may pursue the quiet enjoyment of the normal activities of life in surroundings <br /> 35 that are safe, secure, and sanitary, free from noise,nuisances and annoyances, and free from unreasonable <br /> 36 fears about safety of persons and property. <br /> 37 (Ord.
