8. 2. <br /> CC Regular Session <br /> Meeting Date: 11/26/2024 <br /> PrimaryStrategic Plan Initiative: Create a positive image for residential neighborhoods,business districts and key <br /> g corridors. <br /> Title: <br /> Adopt Ordinance#24-14 Pertaining to Residential Driveways. <br /> Purpose/Background: <br /> After several months of discussion, the City Council has directed an ordinance to change City Code allowing for a <br /> single-family residential driveway to be constructed up to a side property line. The attached ordinance amends <br /> two sections: Section 106-463 pertaining to the location of the driveway and Section 106-460 pertaining to where <br /> a motor vehicle and recreational equipment can be parked. The Council stated their desire to allow property <br /> owners to use more of their properties. <br /> Notification: <br /> Notification of the public hearing was provided in the Legal Section of the October 11 Anoka Union Herald <br /> Newspaper. An information article was provided in the November/December Ramsey Resident. <br /> Time Frame/Observations/Alternatives: <br /> Alternatives to consider: <br /> 1. Adopt the ordinance as written based on previous direction from the City Council. <br /> 2. Adopt the ordinance with a different setback number. <br /> 3. Deny the adoption of the ordinance (or do nothing)keeping the existing regulations in place as recommended <br /> by the Planning Commission. <br /> 4. Table discuss for more information. <br /> Funding Source: <br /> Costs associated with this work are part of staffs typical duties. <br /> Recommendation: <br /> At its meeting on October 24,the Planning Commission voted not to support this ordinance. Individual <br /> Commissioners expressed willingness to discuss a reduction to some distance greater than zero feet. <br /> Staff is concerned that the proposed regulations would create unpleasant situations between neighbors as well as <br /> drainage and snow storage issues. <br /> Outcome/Action: <br /> Motion to waive the City Charter requirement to read the ordinance aloud and adopt Ordinance#24-14 pertaining <br /> to residential driveways. <br /> Roll Call Vote: <br /> Councilmember Olson <br /> Councilmember Woestehoff <br /> Councilmember Specht <br /> Councilmember Musgrove <br /> Councilmember Howell <br /> Councilmember Riley <br />
