6. 14. <br /> CC Regular Session <br /> Meeting Date: 11/26/2024 <br /> Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br /> Title: <br /> Adopt Resolution#24-327 Approving the 2025-2026 LELS Sergeant Labor Agreement <br /> Purpose/Background: <br /> The current LELS (Law Enforcement Labor Services) Sergeant labor agreement(union contract) expires on <br /> December 31, 2024. <br /> The City of Ramsey has been in negotiations with the Sergeant Union in an effort to settle a two-year contract. <br /> Staff,Mayor Mark Kuzma and Councilmember Chelsee Howell met with the union several times. The full City <br /> Council provided direction to the negotiation team until a tentative agreement was reached specific to wages and <br /> health insurance and to address the other outstanding negotiation items. As a result, there is a tentative agreement <br /> between the City of Ramsey and the union to settle a 2-year labor agreement, effective January 1, 2025,through <br /> December 31, 2026. There is tentative agreement on all articles within the attached contract. Detailed wage and <br /> health insurance information are listed below. Other negotiated contract items specific to the LELS Sergeant <br /> union are shown in the attached red-line contract and will be administered as per the language in the labor <br /> agreement. <br /> Wages: <br /> A)2025: As a result of a wage adjustment of 5.30% and a cost of living adjustment added to the adjusted wages <br /> of 3%,wages will increase by 8.46% over the 2024 wage scale. <br /> B)2026: As a result of a general wage adjustment of 2% and 3% cost of living adjustment added to the adjusted <br /> wages,wages will increase by 5.06% over the 2025 wage scale. <br /> Insurance: <br /> City monthly contributions for insurance: <br /> The employer will make the following monthly contributions toward group health insurance coverage for <br /> employees enrolled in the City's health plan during 2025. In addition,the City will purchase $20,000 of basic life <br /> insurance for full-time regular employees, as well as single dental insurance. <br /> Health Insurance Premiums or Waiver in 2025 <br /> •Employee only(single) City contribution,up to $1102.50 <br /> • Employee and Children City contribution: $1544.20 <br /> • Employee and Spouse City contribution: $1621.20 <br /> • Family City contribution: $2007.60, or <br /> • Cash in lieu of the City's insurance contribution: $425.00 <br /> Health Reimbursement Account/Health Savings Account in 2025 <br /> • Single plans with a$3300 deductible receive $160.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> • Other single plans receive $130.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> •All employee+children and employee+ spouse plans will receive $160.00 per month toward the <br /> H.R.A.N.E.B.A. or H.S.A. <br /> •All family plans will receive $192.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> • Employees waiving health insurance will not receive H.R.A. or H.S.A. contributions <br />
