6. 29. <br /> CC Regular Session <br /> Meeting Date: 11/26/2024 <br /> Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br /> Title: <br /> Adopt Resolution#24-346 Authorizing the City's 2025 Non-Union City Health and Dental Insurance <br /> Contributions and Wages <br /> Purpose/Background: <br /> The purpose of this case is for City Council to consider non-union employee health and dental insurance <br /> contributions and wage adjustments. All union contracts have received the same 3% COLA and benefit <br /> adjustments as are being proposed for non-union employees. <br /> Health Insurance <br /> The City continues to be a member of LOGIS (Local Government Information Systems),which is a consortium <br /> of Minnesota local government units. This consortium has many benefits, including coverage under the group's <br /> health plan. Employees may choose a health plan that best meets their needs by selecting one of four tiers and <br /> choosing between two networks; or they may choose to waive the City's health insurance. <br /> Insurance: City monthly contributions for insurance: <br /> The employer will make the following monthly contributions toward group health insurance coverage for <br /> employees enrolled in the City's health plan during 2025. In addition,the City will purchase $20,000 of basic life <br /> insurance for full-time regular employees, as well as single dental insurance. <br /> Health Insurance Premiums or Waiver in 2025 <br /> *Employee only(single) City contribution,up to $1102.50 <br /> • Employee and Children City contribution: $1544.20 <br /> • Employee and Spouse City contribution: $1621.20 <br /> • Family City contribution: $2007.60, or <br /> • Cash in lieu of the City's insurance contribution: $425.00 <br /> Health Reimbursement Account/Health Savings Account in 2025 <br /> • Single plans with a$3300 deductible receive $160.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> • Other single plans receive $130.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> •All employee+children and employee+ spouse plans will receive $160.00 per month toward the <br /> H.R.A.N.E.B.A. or H.S.A. <br /> •All family plans will receive $192.00 per month toward the H.R.A.N.E.B.A. or H.S.A. <br /> • Employees waiving health insurance will not receive H.R.A. or H.S.A. contributions <br /> Wages: The City has not conducted a thorough wage study of all City positions for many years. At staff s <br /> recommendation and the City Council's direction, staff conducted a salary survey for all City employees based on <br /> 2024 wages. The City Council directed staff to review similarly sized cities in the metro area and match <br /> Ramsey's positions to comparable positions in other cities to compare wages. The average number of comparable <br /> jobs per position is 13 positions,which were compared to the City of Ramsey's positions to ensure proper <br /> matching. The market rate adjustments were determined by the average of each position's comparison. <br /> 2025: Specific market rate adjustments by position,plus a 3% COLA. <br /> Funding Source: <br />
